Just unwind several winds from 15V transformer to have about 1.5V less.

Because extra voltage causes more heat dissipation at the regulators, may be overheating.

Don't forget about ventilation because PSU generates some heat. Make some holes to have air movement inside the case.

Level meter is needed to control sum level because easy to overload with many summed channels. How panning works - at the picture yellow one channel, green another.
