Fiddlewax pro is probably exactly what you're asking for. The beauty of it also is that you can use it as a quick music theory scratch pad that also functions as a sort of midi sampler. really cool.

Are your LM13700 actual, real lm13700 from a legit supplier? Tayda (etc) lm13700 are error prone and sketchy to say the least. Only buy real lm13700 for synth diy.

If you have the schematic, it might be time to start cutting traces. It wouldn't be the first time a bit of stray copper kept something from functioning properly.
