Suggestion to OP- Upper and Lower TL074 in your voltage readings would be much better replaced with the part designators from the schematic. Sure, we can figure it out, but...

Anyway, are you certain the PIC has been flashed?

Why are you making a distinction between vactrols and LED/LDR? On the schematic they are identical.

Limited supply of assembled ones - after that, board only?

Wouldn’t the Bus Xtender bring the total to 7? (5-1)+(4-1)=7
And are the edge connectors blue?

One example of a detail that I'm confused by:
- The layout seems to show a 470k resistor from pin 2 to pin 7 on the opamp. That's not what the schematic shows. Am I just misreading the layout?
